Landlord compliance checklist for the PRS Database

Schedule 3 of the draft PRS Database Regulations 2026 asks for property details in Part 1. Part 2 covers information and documents. A dwelling entry needs an active landlord entry first. For a home already let, Part 2 can follow within 28 days of the dwelling entry. These are draft requirements; the approved text can differ.

What does the draft dwelling entry ask for?

The draft regulations ask for a gas safety record and its issue date where gas is present and a record exists. Prepare an EICR or appropriate EIC. An EPC is required where you were required to give one to the tenant. Below the minimum energy rating, prepare the registered MEES exemption too.

What if the home is already let?

Draft regulation 6(2) allows an already-let dwelling to be entered without Part 2. The missing information and documents must follow within 28 days beginning with the date of the dwelling entry. That allowance does not cover Part 1.

An active landlord entry must exist first. According to draft regulations 8 and 9(4), a separate deadline applies to later changes: update information and documents within 28 days beginning with the day they become out of date.

Draft regulations 4, 6 and 8. Checked 18 Oct 2026.

Who can upload Part 2?

Draft regulation 4(5) allows an appointed letting agent or property manager to provide Part 2 on the landlord's behalf. Ask whoever holds the copies to check the accompanying dates too: the draft asks for dates alongside the gas record and electrical document.

Draft regulation 4. Checked 18 Oct 2026.

Gas safety record, EICR and EPC in the draft

According to the draft regulations, Schedule 3 asks for specified copies and dates. The existing duties beneath the checklist rows come from the following laws. The draft Part 2 allowance does not change those duties.

What this checklist does not decide

According to the draft regulations, Schedule 3 identifies material for a dwelling entry. Completing the checklist does not establish compliance with every landlord duty. These draft requirements were checked against Schedule 3 and regulations 4 and 6 on 18 Oct 2026; the approved text can differ.
